over
Ireland`s National Drugs , Strategy 2001-2008 `Building on Experience was developed with the co-operation and input of
various state agencies and voluntary and community groups, working in drug -affected areas thought the country.Some of these
agencies included HEALTH SERVICES EXECUTIVE (HSE) areas, the Garda ( Irish Police force )
Vocational Educational Committees , the Prison Services , Local Authorities and Government departments .All contributors to the strategy where
asked to identify and gaps that they saw in the Government response to the DRUG problem and make suggestions and recommendations
for the formulation of an improved strategy . The Department of community , Rural and Gaeltacht Affairs has overall responsibility for the management and the state bodies involved in its operation . Four areas were pinpointed
in the strategy as being " CRUCIAL " in any attempt to address the problem.

Today more than 17 million children worldwide have been prescribed psychiatric drugs so dangerous that medicine regulatory
agencies in Europe , Australia and the Unite States have issued warnings that anti-depressions , for example , can cause suicide
and hostility in children and adolescents.
The US Food and Drug Administration ( FDA ) has also issued a warning that stimulant drugs , such as RITALIN....... and .... CONCERTA can cause suicidal as well as violent , aggressive and psychotic behavior , and that these same frigs can cause heart attacks
, stroke and sudden death / Cot death ...
- Of these 17 million , more than 10 million children are in the Unites States , being prescribed stimulants , antidepressant's
and other psychotropic ( mind -altering-drugs) for education and behavioral problems.

- Today , children 5 years old and younger are the fastest-growing segment of the non-adult population prescribed anti-depressions
in the U.S. Children as young as 4 have attempt suicide while influenced by such drugs and 5 year olds have committed suicide

- Between 1995 and 1999 , antidepressant's use increased 580% in the under 6 population and 151% in the 7 - 12 age group

- The Problem is international in-scope.In Australia , the stimulant prescription rate for children increased 34-fold in
the past two decades .

- In Mexico, sales of Ritalin 800% between 1993 and 2001 .

- In Britain and Northern Ireland the stimulants are mostly prescribed for " Attention Deficit Hyperactivity Disorder" (ADHD
) and other child hood "disorders" and are " Schedule I I " drugs,
meaning they have the same potently for abuse as morphine , opium and cocaine ad effects the brain in the same way as cocaine does.

- Its side effects include nervousness { eating disorders } , heart irregularities , weight loss and psychosis.

- Between 1990 and 2000 , 186 deaths were linked to Ritalin in the U.S.

- A recent U.S. report found that 10% of teens abuse Ritalin and another stimulant drug, Arterial . Eight out of 13 school
shooters in the U.S.

- were talking antidepressants or stimulants as the time of the crime.

- Often children , affected by these drugs, have been institutionalized where they have been forcefully restrained -tragically

- Parents are not informed about all the potential risks to their child when they agree to a psychiatric drug prescription.

- They are not informed that the diagnose for which they are prescribed are unlike medical deceases. There is no physical
test-blood or urine test , "chemical imbalance" test or x-ray or brain scan-that can determine the physical existence
or cause of the "mental disorder ."

- Millions of children are prescribed these drugs when they have simply never been taught to read or may be suffering from
allergies , lead poisoning or other environmental toxic effects.
